Accelerating startup platform will be created in Kumertau


An acceleration platform for the development of innovative developments will appear in the city of Kumertau, the press service of the Ministry of Digital Development of the region reported.

This decision was made following the results of the Startup Day held in Kumertau.

Prosecutor General's Office forwarded materials on BSC shares alienation to Investigative Committee


The Prosecutor General's Office of Russia checked the legality of the alienation of state shares in Bashkir Soda Company.

During the check, violations of the legislation on privatization and facts of malpractice were revealed. The materials were sent to the Investigative Committee of Russia to consider the issue of initiating a criminal case against officials of regional authorities.

“The transfer of rights to the named property complexes was made against the will of the Russian Federation. In order to protect the interests of the state, the General Prosecutor's Office has filed a claim to the Arbitration Court of the Republic of Bashkortostan to reclaim property from someone else's illegal possession,” the press service of the Russian General Prosecutor’s Office reports.

Earlier, Vladimir Putin instructed to check the legality of the transfer of state shares to private owners.


Tourism industry turnover fell by 75% in Bashkiria


In Bashkiria, the volume of paid services to the population in January — July 2020 decreased in almost all industries, Bashkortostan Statistics Agency informs.

The tourism industry was the worst affected: revenues fell by 75% compared to January-July 2019 and amounted to 400.7 million rubles.

The revenues of cultural institutions decreased by almost 55% (711.6 million rubles).

The hotel business fell by 57% (RUB 673.7 million).

Transport revenues decreased by 48.5% (RUB 13.29 million).

Less affected were veterinary (-8%, 275.5 million rubles), legal (-5%, 939.2 million rubles), educational (-14%, 14 billion rubles) institutions.

Utilities received minimal damage from lockdown measures (-2%, 30.6 billion rubles). The income of housing companies fell by 20% (8.9 billion rubles).

Postal and courier services increased their income by 0.4% (534.6 million rubles), but their share in the total structure of paid services — 0.4% (increased by 0.1% compared to seven months of 2019).

In general, the volume of paid services decreased by 23% and amounted to about 122.4 billion rubles.


Radiy Khabirov: "Bashkiria does not plan to resell controlling stake in BSC"


The republic does not plan to resell the shares of the Bashkir Soda Company (BSC) if the stake is increased to a controlling one. One of the largest enterprises in the republic will remain under state control. The Head of the Republic Radiy Khabirov stated it in an interview with RBC.

As we reported earlier, the republic is no longer considering the option of buying out the block of shares in BSC — the main owners did not responded to the official offer. The main option for regaining control over the enterprise is now to invalidate the 2007 and 2013 transactions to dilute the controlling stake, as a result of which the republic reduced its stake from 62% to 38%.

According to Radiy Khabirov, the story began in 2007-2008, and "those shareholders who are now the majority shareholders of Bashkir Soda Company began purposeful siphoning off funds. It led to losing the controlling stake by the republic. The Ministry of Land and Property Relations of Bashkiria has already sent a statement to the prosecutor's office that we consider this transaction illegal and unfair, and the republic has suffered damage accordingly. According to preliminary calculations, these are tens of billions of rubles."

On behalf of Vladimir Putin, the Prosecutor General's Office is investigating the materials. In his speech at a government meeting, the head of state noted that the controlling stake in the Bashkir Soda Company belonged to private owners, but the money earned by the company was hardly ever invested in its development and did not stay in the region.


Chishminsky sugar plant is preparing to increase processing of raw materials


The Chishminsky sugar plant is ready to accept the new harvest. According to the Ministry of Agriculture of Bashkiria, the enterprise plans to process 680 thousand tons of sugar beet — 50 thousand more than last season.

The plant is completing the reconstruction of the granulated pulp plant. It will be able to dry the entire volume of sugar production waste, from which valuable feed for animal husbandry is made. It is planned to produce 25 thousand tons of pellets, of which 12 thousand tons are intended for export.

Last season, 4 thousand tons of pulp, 1.5 thousand tons of molasse, 40 thousand tons of sugar were exported out of 89 thousand tons produced. The products were purchased by the Baltic countries and Central Asia.

The last processing season for the plant was distinguished by its duration (165 days) and the lowest prices for sugar in the domestic market.


Ufa will host Interregional Cultural and Historical Festival "International Victory"


Ufa will host the Interregional Cultural and Historical Festival "International Victory", dedicated to the 75th anniversary of Victory in the Great Patriotic War of 1941-1945. The company signed an agreement with Anastasia Zadorina, owner of the Zasport brand, which has been producing equipment for the Russian Olympic team since 2017.

For ten years of project implementation (until 2029), Arkada plans to gain a net discounted income of 2.2 billion rubles, and receive revenue in the amount of 18 billion rubles, net profit — 3.5 billion rubles. These calculations show that cash flows will be sufficient to cover investments and make a profit. The discounted payback period is about 4 years.

To date, the company has invested 10.5 million rubles of preparatory work — a pre-design plan, engineering and geodetic surveys, the temporary connection of electricity from a machine-tool plant. After obtaining resident status and permission for land work, the company is ready to start construction.

According to the head of the Expert Council, Deputy Prime Minister and Head of the Government Office of Bashkiria, Ilshat Tazhitdinov, the construction of the Alga SEZ is carried out in accordance with the "road map". Agreements of intent were signed with nine investors for projects worth RUB 25 billion. “This year the SEZ should have at least five residents, in 2023 — at least 10. This year, it is necessary to invest at least 100 million rubles in fixed assets and create 30 jobs. After 2023, 1,300 jobs should appear, the volume of investments is planned for 20 billion rubles, taxes to the budget of the Russian Federation — at least 5 billion,” the official reminded of the planned indicators of the Special Economic Zone. Until 2025, the regional budget undertook to invest 6.33 billion rubles in the creation of the infrastructure of the Alga SEZ.

Number of seriously ill COVID-19 has increased in Bashkiria


The number of cases of the coronavirus infection in Bashkiria increased by 33 people per day and reached 7,667, the regional Ministry of Health informs.

Today, there are 72 people infected with the coronavirus in hospitals in cities and regions of the republic, 10 of them are in serious condition.

As for the patients with community-acquired pneumonia identified in the last day, their number has increased to 82 people. 113 patients were discharged as recovered during the same time.

Based on the results of the check, the issue of taking measures to return the property complex to the state will be resolved.

According to him, a special legal counseling group has been organized under the government of the republic, which studies the essence of transactions. Besides, a statement has already been sent to the Prosecutor's Office of Bashkiria about causing damage to the republic's budget.

The controlling stake in the enterprise belongs to several individuals (the beneficiaries were Dmitry Pyatkin, Albert Kharisov, Viktor Islamov, Sergei Chernikov), the profits were transferred to offshore companies, and practically nothing was invested in the development of the enterprise.

According to Radiy Khabirov, the story is developing so far. The enterprise was offered civilized ways to solve the problem, however, after it became known about the ban on the Kushtau development, there were reports of possible job cuts in the BSC team.

“The conflict around the Shikhan Kushtau ended due to the solidarity support of the inhabitants of Bashkiria, who strongly opposed the Shikhan exploitation. Then it became clear that the mountain cannot be used as a raw material base,” said Radiy Khabirov.

M Sintez will build plant in Alga SEZ to produce cetane improver additives for diesel fuel


Ishimbay M Sintez LLC defended its project for the production of a cetane improver additives for diesel fuels in the territory of the Alga Special Economic Zone. The application was considered and approved by the Expert Council in the government of Bashkiria. The company will soon receive official resident status and the tax benefits it entails. The project was presented by the director of the company Alexey Balyanov, a major specialist in the field of petro-chemistry.

He explained that the location of the Alga SEZ was strategically important for the future plant — the main supplier of raw materials, Gazprom neftekhim Salavat, and the sales market are located nearby. “Out of 24 Russian refineries, most of them are located nearby — the refineries of Ufa, Salavat, the central part of the country,” the M Sintez CEO said.

After reaching full capacity (Q2 2023), the company plans to occupy 30-40% of the domestic diesel additive market. 20% of the diesel additives market is imported, mainly from Poland and the USA. Another growth driver is the transition of diesel fuel to the Euro-6 standard — the cetane number increases from 51 to 55.

The equipment for the new plant will be supplied by the German company Joseph Meister, which has built more than 500 similar plants in various countries since the 70s. “The technology was chosen for reasons of reliability and safety, the stability of regimes, economic calculations,” explained Alexey Balyanov.

At the moment, M Sintez has agreed with the government of the Federal Republic of Germany the import of equipment, and soon the supplier will start manufacturing the order. According to the plan, construction should begin in the summer of 2021 on site No. 3 with a square area of ​​23 hectares.

The plant will need not only electricity, gas, and water but also transport infrastructure: it is planned to build railway and automobile loading and unloading racks.

M Sintez plans to produce 30 thousand tons of products per year, which will require 25 thousand tons of 2-ethyl hexanol (produced only by "GNS" and the Perm plant "Sibur") and 12 thousand tons of nitric acid.

The cost of the project is 5.57 billion rubles, of which the project — 580 million, equipment — 2.3 billion, construction — 1.7 billion, commissioning — 400 million. M Sintez will invest 1.6 billion rubles of own funds, plans to borrow 3. 9 billion rubles at Gazprombank. Germany's Commerzbank will finance the European part of the project. The transaction is insured by the Euler Hermes export insurance agency.

The company expects to receive a yield of 18% at a discount rate of 12.5%. Net discounted income for 15 years is assumed to be 1 billion rubles. In 2024, M Sintez will be able to contribute 355.7 million rubles of tax deductions to the republican treasury.

M Sintez LLC was established in March 2019 to implement an investment project. The founder of the company is "M Industry" LLC of Moscow businessman Alexei Matyushov.
