Alexander Degtyarev suggests that rights of students should be equalized and the repeated deferment of army service should be legalized
Alexander Degtyarev – a State Duma deputy, the chairman of the State Duma committee for education — came out with two legislative initiatives, aimed at the rise of higher education quality. The first bill concerns the rights of students, studying on commercial basis. The second one offers repeated deferment of army service for the graduates of secondary special education institutions, entering institutes. At present time both bills pass legal expertise.
Alexander Degtyarev says that one of these bills protects the interests of almost three million students and their families in all Russian regions.
“If my initiative is approved, it means that those students, which study at Russian institutes on commercial basis, will have equal rights with those, studying in the “budget” system, i.e. for whom education is free of charge” – Alexander Degtyarev explained to “Bashinform” – “The legal norms, offered by me, will concern about 50% of students, studying at higher education institutions of our region. It is no secret that the majority of the students, studying on commercial basis, i.e. more than three million, are far from the kids of oligarchs and the majority of families are doing their utmost to give their children a chance to get higher education. At that the students, studying at Russian institutes on commercial basis, have no the same rights, as the “budget” students – they can’t figure on hostels and, correspondingly, if they have no residence registration, medical aid is unavailable for them too. We have no right to send such student to Olympiad, say, held in other region, at the expense of the institute this student studies at because it will be estimated as misapplication of budget funds. This is the main reason why I decided to introduce the bill, equalizing the rights of “commercial” and “non-commercial” students but federal grants will again be available only for “budget” students.
The second bill concerning repeated deferment of army service will contribute to continuity of the educational process.
“We want the continuity of educational process to become the top priority in Russia because it directly determines the quality of education” – Alexander Degtyarev said – “This bill determines the norm, according to which the students can continue their education at higher education institutions by the specialties they chose still studying at colleges. It will raise the quality of their professional education”.
