The program “Efficient Heat” to be worked up in Bashkortostan
On July 18 the Prime-Minister of the Government RB Azamat Ilimbetov ordered the Vice-Premier Sergey Afonin to hold the meeting concerning elaboration of the Republican program “Efficient Heat”.
“The main goal is to raise the efficiency of the organizations, working in this socially significant sphere and at that we have to use all opportunities, anticipated by the republican and municipal programs for energy efficiency” – Azamat Ilimbetov underscored.
Special attention will be paid to the work on the local level, since the majority of the distribution networks are in property of the municipalities.
As the General Director of JSC “BASHKIRENERGO” Andre Makarov reported, at present time 80% of boiler-rooms and 67% of the heat networks, served by his company, are leased from the municipalities.
“As soon as the municipal budgets face permanent shortage of means, the municipal authorities don’t allocate the means, necessary for keeping these networks, hence we are facing the ageing of the heat networks (50% of the networks are more than 20 years old) as well as their serious damageability” – the General Director of JSC “BASHKIRENERGO” mentioned.
In 2011 the Government of Bashkortostan has already allocated 145,6 million rubles to 49 municipalities for co-financing of their expenses for preparation of the housing and communal objects for the forthcoming winter season.
Azamat Ilimbetov has underscored that the supply of the Republican citizens with heat has the utmost social significance, so special control should be paid to timely replacement of the obsolete heat networks, to energy supply and to the readiness of the reserve resources. The results of such works will be summed up in the course of the final Republican gathering, devoted to the readiness of the Republic to the autumn-winter season 2011-2012 in August, the press-service of the Government RB reported.
