Rustem Khamitov: “We are able to accelerate the rates of creative development”
The deputies of the State Council RB have empowered Rustem Khamitov with the authority of the President RB on July 19, 2010, at the special session of the State Council RB. 105 deputies voted for his candidature unanimously. After that Rustem Khamitov has taken the oath in the state languages of the Republic. The text of his speech is given shortly below:
“Dear Gregory Alexeevitch!
Assuming the office of the President RB I first of all realize that highest responsibility before the Republic, before the country and before the population.
I’d like to say many thanks to the President of Russian Federation and to the deputies of the State Council-Kurultay-RB for their confidence.
I want to express my sincere appreciation to the address of the first President RB Murtaza Rakhimov for his support and good wishes.
Bashkortostan was in many respects the center of my intentions and interests earlier. Now all my thoughts and actions will be concerned only with the work for the good of the Republic and for the good of our talented and diligent people.
I see the improvement of people’s life my main goal on the Presidential post and this task will be set by me before the Government RB, the heads of the Republican municipalities, directors of the enterprises and institutions. Stable and substantial growth of people’s life should become the main result of our activity.
In modern conditions it is vitally important to create the mechanisms for qualitative and highly efficient state and municipal management and we should accelerate the rates of turning to the modern information technologies, making the authority open and available for our citizens.
For the last years much has been done in the Republic but life doesn’t stay idle and now we face new challenges.
The 21st century is the century of high technologies, innovational development and informational breaks. The Republic mustn’t stay aside from these processes. The raw-material economy is not our way. Machine- and instrument-making, production of engines and equipment, software and new means for data transmission, ecology and energy efficiency should be on the edge of our interests.
The Republic should become the center of attraction of big scientific forces, well-known investment funds and structures and know-how designers. We have to form the conditions for opening of both our own high-tech innovational centers and for participation in already existing wide-scaled Russian projects, like Skolkovo, for instance.
Besides, we need new investment and budget policy. Introduction of the system of purposeful indices of work of the Government RB, strict control over pricing and usage of state finances should become the instruments of zealous attitude to per se national money. If we fail to solve the problem of corruption, bribery and administrative barriers, we won’t be able to move further. Bashkortostan is well-known by its strong relations with the federal structures and our goal here is to continue consolidating these relations, actively taking part in the federal goal-oriented programs and attracting federal investment and credit resources.
We will continue improving the Republican infrastructure – roads, gas and electrical networks. Special attention will be as always paid to education, sport and tourism.
Bashkiria remains the home for many ethnoses. Multinationality of Bashkortostan was formed in the course of many centuries. Now it is one of our main advantages. The wisdom of our ancestors, having initiated the beginning of good neighborly life of many nations on our territory, is considered the example of sagacity and state thinking today. I fully support the formula, announced by the first President RB Murtaza Rakhimov: ‘Prosperity is in development” but for that we have to work hard.
I again want to say many thanks to you, dear deputies and thanks to the President of Russia Dmitry Medvedev, the leadership of the party “United Russia”, the leadership of Volga federal district for your confidence! Thank you for attention!”
