The Republican Agreement is signed between the Government, Trade Unions and Employers in Ufa
Today the signing of the Republican Agreement between the Government of Bashkortostan, Federation of Trade Unions RB and associations of employers RB for 2011-2013 took place in Ufa. Rail Sarbaev, the Prime minister of the Government of Bashkortostan, Amirhan Samirhanov, the Chairman of the Trade Unions Federation RB, Alexey Nikin acting as of the Chairman of Commercial and Industrial Chamber RB and Vladimir Sholom, the Chairman of the Union of Employers RB signed the document.
The document includes 11 sections and establishes the general regulation principles of the social, labour, economic relations connected with them and also joint activity of the parties on their realisation.
In the present agreement, the Government RB once again underlines necessity of socially focused republican budget. The first item in estimation criteria of execution of the Republican Agreement marks that the share of expenses on social sphere in the structure of the consolidated budget of Bashkortostan Republic will exceed 55 %.
It is supposed that during this period the annual total regional product gain will make 5,6 %. Following the results of 2013 it is planned to decrease the level of registered unemployment to 1,85 % and the share of the population with incomes below subsistence line will not exceed 10 %.
Present rates of decrease in quantity of injured at the place of production will remain. Now their number annually decreases for 5 %. Ratio of workers occupied at working places certified for working conditions will increase and by the end of 2013 their share should make 63 %.
The special attention in the Agreement is paid to the youth issues. By the end of 2013, the youth section should be included at least in 2/3 of collective agreements. And the number of collective agreements will increase also. The ratio of workers of companies concluded collective agreements will make not less than 79-80 % by the end of the effective period of the Agreement.
The sections stipulate frame principles of cooperation in such spheres as social and economic development, social protection of workers and population, employment provision and development of labour market, policy in the field of incomes and living standards of the population, labour safety and ecological safety, working conditions and social guarantees for youth, social and economic protection of working women, social partnership.
