Rail Sarbaev about realization of the program for development of Bashkir agriculture in 2009 and about the future aims
The Prime-Minister of Government RB Rail Sarbaev ventilated the results of the Republican program for development of Bashkir agriculture and regulation of the agricultural markets in 2009 at today’s gathering of the State Council RB.
This program, meant for 2008-2012, was approved in November 2007 and was aimed at stable development of rural territories, development of the prior agricultural sub-branches, at the rise of the level of life of the villagers and at modernization of the Republican agriculture. Rail Sarbaev briefly mentioned the main results of the program in 2009.
Thus, the volume of the gross agricultural product on all categories of the Republican farmings made up 100,8 billion rubles (100,1% to the level of 2008). The share of Bashkortostan in the all-Russian output remained at the level of 4%. By this index Bashkortostan holds the fourth place in the country and the second in Volga federal district.
The production index in plant cultivation made up 91,7% and cattle-breeding – 106,9%. The plant cultivation turned out to be in minus because of the last year drought: the sowings have died on the area about 680 thousand hectares in 2009. Two million 231 thousand tons of grain have been harvested – only 65% of the milling-2008. According to estimations of the Russian Ministry of agriculture the Republican losses because of the drought made up 7,5 billion rubles.
At the same time Republican cattle-breeding demonstrated certain progress: the production of meat and milk reached 433,1 and 2461,8 thousand tons correspondingly. These volumes fully meet the needs of Bashkortostan.
According to the Prime-Minister realization of two branch programs “Development of milk cattle-breeding in 2009-2012” and “Development of meat cattle-breeding in 2009-2012” has become an important stimulating factor in development of the Republican cattle-breeding. 773,4 billion rubles have been appropriated for financing of these programs from the federal exchequer and the Republican budget allocated other 615,1 million rubles on the terms of co-funding.
The measures of the anti-crisis program have also turned out to be efficient.
The work for the attraction of new investors to agriculture is continued in 2010. Besides, it is planned to begin the realization of the investment project for development of poultry-farming “Bashkir Broiler” with the summarized financing volume more than 8 billion rubles.
Rail Sarbaev has mentioned the success of the state program is impossible without peopleware, since agriculture gradually becomes a high-tech branch.
Outlining the aims for the nearest future the Prime-Minister has mentioned it is necessary to increase the investment activity for further step-by-step development of the branch and for that one needs available credits and long-term credits first of all. Besides, it is necessary to increase the support of private auxiliary farmings. The matter is organization of purchases of the marketable surpluses from population, organization of trade and the improvement of technical equipping of the private farmings. These measures together with the arrangements of the program in sphere of cattle-breeding will contribute to the rise of employment in the countryside.
