President's Address stipulates nation development through well-being of regions: Tolkachev
The Chairman of the State Assembly of Bashkortostan Konstantin Tolkachev believes that one of the central ideas of the President's Address to the Federal Assembly was the idea of developing the country through the well-being of its regions.
"Restructuring of budget loans received by the regions to counter the pandemic is an important and timely decision. Although our republic has always pursued a balanced fiscal policy and was distinguished by a high level of debt sustainability, the pandemic had a negative impact on income revenues and forced us to increase borrowing. Today we have heard a clear signal that the regions will receive support to overcome the crisis, and a new development tool — infrastructure loans — will be offered", the Speaker of the parliament noted.
Demography became another essential idea of the Address.
"The President acknowledged that the situation with demography is "extreme" and set a strategic goal – to reach a steady growth in the population. For this purpose, it has been announced about direct cash payments to families with school-age children, assistance to single-parent families, payments to pregnant women who find themselves in difficult life situations."
The ecology issue is directly related to the topic of demography and the well-being of the population.
"I consider the President's order to develop a law on the financial responsibility of enterprise owners for the elimination of accumulated harm, for the reclamation of industrial sites as very important", Konstantin Tolkachev said.
The President of Russia has set tasks for years and decades ahead.
"The President's Address to the Federal Assembly is a major document that defines the national policy for many years and mobilizes the efforts of the authorities at all levels to address common strategic objectives," the Speaker of the State Assembly stated.
