Government approved Bashkiria Development Strategy until 2030


UFA, 13 December 2017. /Bashinform News Agency, Galina Bakhshieva/. The Government of Bashkortostan approved the Strategy of Social and Economic Development of the region for the period until 2030.

The Development Strategy of Bashkortostan began to be elaborated last year and was conducted under the leadership of the Head of the Region. The Strategy is based on four main directions of development. It has the following priorities for the long-term period:

human resources, which includes activities to improve the demographic situation, health protection, education, preservation of family values;

real sector of the economy, covering such spheres as industry, agro-industrial complex, development of small and medium-sized business and tourism, investments and innovations, foreign economic activity;

balanced development of territories, including measures for the socio-economic development of municipalities through introduction of agglomeration approaches, support of mono-towns and territories with a restrained level of socio-economic development;

public administration aimed at the openness of the public authorities activities, effectiveness of state property and budget system management, protection of the population and territories from emergency situations of natural and generated by technology type.

As emphasized by the press service of the Ministry of Economic Development of the republic, the implementation of Strategy-2030 is focused on achieving several key indicators. They include entering the top ten regions-leaders in GRP per capita, labor productivity and the top 15 regions of Russia on increasing investment in fixed assets per capita. It is equally important to reach the Top 20 regions in terms of life expectancy.


Vodka is recognized as one of most high-quality products in Russia

Roskachestvo experts (“Russian Quality System” autonomous nonprofit organization) have not revealed any serious violations while testing domestic and foreign vodka sold in legal retail, reports RIA Novosti. Thus, vodka has become one of the most high-quality products in Russia. The results of the check are published on the website of the department. 49 brands of Russian and imported vodka were included in the study. The evaluation was based on more than twenty indicators of quality and safety. Thus, drinks were checked for contents of technical and methyl alcohol, fusel oils, impurities, nitrates, heavy metals, and also the quality of water used in production.

According to the study, 31 out of 49 products meet the "increased requirements of the Roskachestvo standard". The remaining 18 are called "quality" — they fully comply with mandatory requirements and the information stated on the label.

The Roskachestvo experts assured that all vodka involved in the study, was made with food alcohol, did not contain denatured alcohol and furfural, and toxic substances and methanol were below the established level.

As REGNUM news agency learned, a quality test of vodka before the New Year holidays will take place in Bashkiria, Adygea, Mordovia, Stavropol and Perm Territory, Vologda, Omsk and Tomsk regions, as well as in Moscow, St. Petersburg and Nizhny Novgorod.


New Year's holidays: days off and working days

At the height of the working week, the Bashinform News Agency reminds us how long we will rest for the New Year and the January holidays in 2018. According to Rostrud (Federal Labor and Employment Service), the upcoming New Year holidays for Russians, including residents of Bashkortostan, will last exactly ten days. Taking into account the transfer of the days off, the duration of the holidays turned out to be the following: from December 30, 2017 to January 8, 2018 inclusive. That is, most of us will start working on Tuesday, 9 January. Consequently, the first working week will be short in the next year.

In 2018, Russians will have 26 holiday days off. It is three days from February 23 to 25, coinciding with the Defender of the Fatherland Day, three days from June 10 to June 12 — the Day of Russia, and three days from November 3 to 5, connected with the National Unity Day.

In connection with the International Women's Day, the Russians will have a four-day vacation from March 8 to 11.

In May only five days off are approved: from April 29 to May 2 and May 9 — Victory Day.


Rustem Khamitov announced 2018 as Family Year in Bashkortostan


UFA, 13 December 2017. /Bashinform News Agency/. The year of 2018 is declared the Year of the Family in Bashkortostan. This was stated by the Head of the Republic Rustem Khamitov at a meeting of the Government of the region.

The Head of the Republic notes that more than half a million families with children live in Bashkortostan. Annually, about 10 billion rubles are allocated from the republican budget for their support. The experience of the republic in this part is also recognized at the federal level.

"In this regard, I propose to declare the year of 2018 as the Year of Family in our republic. Now, on my instructions, an appropriate decree is being prepared. This decision fully corresponds to the tasks of the Decade of Childhood, announced this year by the President of Russia, his recent decisions on strengthening state support measures for families with children", stressed Rustem Khamitov.

"The Government will be instructed to prepare a plan for the main activities of the Year of the Family, to involve relevant ministries and departments, district and city administrations, enterprises, and public associations in its implementation. We will organize and coordinate this multifaceted work together. It is important that the events of the Year of Family combine the efforts of the state, society and business to support and develop the institution of the family, to strengthen family values.

Recall that in Russia, the year of 2018 is declared the Year of Volunteering. According to Rustem Khamitov, these two areas — volunteering and family policy — will fit together and complement each other.


Bashkortostan Parliament approved plan of measures to celebrate 100th anniversary of our republic


UFA, 13 December 2017. /Bashinform News Agency, Alim Faizov/. The Presidium of the State Assembly — the Kurultay of Bashkortostan approved a plan of measures for preparation and celebration of the 100th anniversary of the republic's formation in 2019.

"Our republic is actively preparing for the solemn meeting of this date. At the initiative of the Head of Bashkortostan, a list of 100 objects for the 100th anniversary of the republic was prepared. Institutions of education, health, culture, sports, engineering and road infrastructure facilities are being built in different cities and districts. Large-scale cultural and public events are being prepared. The parliament of the republic could not stay on the sidelines of this work. We made proposals that were included in the republican plan of measures. In addition, we have prepared our own plan, which will be implemented not only by deputies, but also by members of the Secretariat, members of the Youth Public Chamber," commented on the Chairman of the Parliament of Bashkortostan Konstantin Tolkachev.

The approved plan envisages organization of a thematic exhibition in the Museum of the History of Parliament for the 100th anniversary of the republic. A Doors Open Day will be held, which will enable young people to visit the State Assembly. Parliamentary lessons are to be held in schools with participation of deputies of all levels, including a test for everyone who wants to know the history of Bashkortostan, a creative party dedicated to poetry of the beginning of the 20th century. Also an intellectual game and a flash mob, dedicated to the 100th anniversary of the republic will be organized.

Konstantin Tolkachev said that the State Assembly prepared a special issue of the "Legislative Studies" collection and a publication for children about the state symbols of the Republic of Bashkortostan by the anniversary date. The plan of measures also provides for a volunteer clean-up devoted to the centenary of our republic and the centenary of the first volunteer clean-up in Ufa.


Bashkiria directed 301 billion rubles of taxes and fees to consolidated budget


UFA, 13 December 2017. /Bashinform News Agency, Olga Murtazina/. For 11 months from the beginning of the year, 301 billion 385 million rubles of taxes and other payments have been directed to the consolidated budget, the regional department of the Federal Tax Service reported.

The federal budget allocated 152 billion rubles (by 49.4 billion more than in 11 months of 2016).

The republican and municipal budgets of Bashkiria received 118.5 billion rubles (by 9.3 billion rubles more).

As it was reported earlier, the Ministry of Finance of the republic determined for the year 2018 the volume of revenues in the amount of 147.7 billion rubles, expenditures — 156.7 billion rubles,

One third of revenues was provided by tax on extraction of minerals (including oil) — about 88 billion rubles. Excise taxes on alcohol and tobacco accounted for 20% of revenues — about 59.3 billion.

Significant sums were also brought by corporate income tax (48 billion), personal income tax (almost 43 billion), value added tax (36.4 billion), property taxes (17.7 billion), special tax treatments (7 billion).

The receipt of contributions for compulsory social insurance amounted to 87.8 billion rubles in January-November 2017.


Bashkortostan Court arrested Sistema JSFC assets for 99 billion rubles on Rosneft lawsuit - federal media


UFA, 13 December 2017. /Bashinform News Agency/. The Arbitration Court of Bashkortostan, within the framework of the interim measures against the lawsuit filed by Rosneft and Bashneft against Sistema JSFC for 131.6 billion rubles, decided to seize assets with a total book value of almost 99 billion rubles, TASS reports.

In particular, the court arrested 52.09% stake in PJSC "Detsky Mir" with a book value of 33.8 billion rubles. Also, 90.5% of shares of the agricultural holding Steppe were purchased at a cost of 17.2 billion rubles, 71.87% of PJSC MTS-Bank worth 15.3 billion, 100% of Sistema Telecom Assets LLC worth 8.7 billion. 98.78% of JSC "Leader Invest" worth 7.9 billion rubles, 16.18% of the Group of Segezha worth 7.5 billion rubles and 88.78% of the group "Kronstadt" worth 7.1 billion rubles were seized. In addition, 45.96% of Sistema Hotel Management, owned by Sistema-Invest, with a book value of 1.2 billion rubles and 27% of the "United Bridge-Building Enterprise" worth about 0.001 billion rubles were arrested.

Thus, assets belonging to Sistema JSFC were arrested for a total of 97.5 billion rubles, as well as assets of Sistema-Invest for the amount of 1.201 billion rubles. Total, the court seized assets worth 98.701 billion rubles in this case.

The court forbade Sistema JSFC to dispose of this property and receive income on the arrested securities.

Bashneft's report on filing a new claim indicates that the amount of losses is determined as of the date of their infliction and "in the future may be increased by the results of additional calculations and estimates."


"Russia 24 Bashkortostan" showed amazing tour – in search for wild hive honey

The film crew of the "Cultural Season" project went to the Shulgan-Tash Nature Reserve on the route from the village of Verkhniy Nugush to the village of Kashala. For many tourists this route is known as a part of the rafting path, which runs among the picturesque mountains along the Nugush River. The footage shows beautiful autumn landscapes, wild honey harvesting, herds of horses and, of course, the Kapova Cave.

Bashkortostan Paralympian became World Cup winner in cross-country skiing

Davidovich won a silver medal at a distance of 5 km in the "sitting" class. The result of the athlete from Bashkiria is 21.24,3, the republican ministry of youth policy and sports reported.

The athlete from the Republic of Komi Ivan Golubkov rose to the first step of the podium. The third place went to the Chinese Paralympic Peng Zheng.


Forestry complex can become economic growth driver in Bashkiria: experts


UFA, 13 December 2017. /Bashinform News Agency, Olga Murtazina/.On December 12, in Moscow, the Forum of the Timber Industry Complex "LPK 360°" was opened. The Forestry Development Strategy of Bashkiria, developed by the specialists of the Republican Forestry Ministry and Industry Ministry, scientists of the Institute of Strategic Studies of the Academy of Sciences RB will be presented there. At the First Forum on the Development of the North-East of Bashkortostan, which was held recently in the Salavat District, the Strategy was presented by one of the experts — the rector of the Ural Forestry University, Andrey Mehrentsev. The main thesis of the project is a maximum use of the rated cutting area and the development of deep processing.

For comparison, the rated cutting area in the Sverdlovsk Region (the area of the region is 194.8 thousand square kilometers) is 23 million cubic meters: Lithuania and Latvia (cumulatively 130,000 sq. Km.) — 20 million cubic meters. Bashkiria with an area of 143.6 thousand square km can cut down 9 million cubic meters of raw materials, but in reality, it produces much less.

Andrey Mekhrentsev stressed that a joint work of the Ministry of Forestry, responsible for forestry and logging, and the Ministry of Industry, which should introduce high-end technologies, should be organized according to the strategy. This will allow obtaining products that will be in demand in domestic and foreign markets. "In this sense, all competencies from cutting to high wood chemical technologies are available in the republic. There are manufactures that are loaded with local raw materials. For example, there is no enterprise equivalent to «Kronospan» in the Sverdlovsk region and this holds back the volumes of wood processing ", the expert said.

The market of plywood and slabs has a great export potential. "The forest sector of the economy can provide good tax revenue, customs payments. That is a large synergetic layer that can become a growth driver. So far a profitability of the forestry sector in Bashkiria is constituted by payments for the use of the resources. And this is wrong", the expert believes. "The republic deserves to become a pilot project in the country to introduce an intensive model of forest management", concluded Andrey Mehrentsev.
