Rustem Khamitov delivered speech at 5th Interregional HR Forum

On April 27, in Ufa Congress Hall  the Head of Bashkortostan Rustem Khamitov delivered a speech at the plenary session of the 5th Interregional HR Forum "The Human Capital of the Country: Challenges of the Regional Strategy-2030".

“The first and the main task of any manager  is — personnel: "Where to find specialists?". And this personnel problem concerns everybody: federal or regional authorities and enterprises. Actually, today the situation is such that we hear increasingly: "There are no human resources, there are no specialists", Rustem Khamitov said.

According to the Head of the Region, the authorities of all levels face the same problem. An effective human resources system has not yet been formed; there are only some of its fragments.

The development of the Strategy of Social and Economic Development of Bashkortostan until 2030 is to contribute to improving efficiency of the human resources policy, formation of the personnel potential of our republic. It will allow, among other things, dealing with migration processes in the republic, to bring the education system in line with the demands of the labour market.

The Head of the Republic also outlined the tasks that need to be addressed to achieve the strategic targets. Among them there is development of an effective labour management system and promotion of employment.

“I should note that the Ministry of Labour and Social Protection of Russia has begun work on restructuring the employment system", said Rustem Khamitov. “On this issue, the federal leadership supports the initiative of our Ministry of Labour and Social Protection, which is ready to act as a pilot platform for reforming the employment service, transforming it from a "centre for unemployment benefits payment" into an active regulator of the regional labour market.

It should be reminded that the aim of the forum, which takes place from April 27 to 28, is to identify the main directions for improving the regional labour management policy, possibility of joint comprehensive discussion of topical issues and ways to solve them, and exchange of experience and practices of personnel management between public authorities and organizations.

Heads and officials of state and local government bodies, top management of Russian and republican companies, representatives of large, medium and small businesses, scientific and educational institutions, personnel management services take part in the work of the forum.
