On February 10, in Ufa, the Head of Bashkortostan Rustem Khamitov delivered a speech at an extended session devoted to results of the agricultural sector activity in 2016, targets for 2017 and preparation for the spring field work. It was attended by the members of the Government RB, deputies of the State Assembly — Kurultai RB, representatives of ministries and departments, heads of municipalities, heads of enterprises and institutions.
The head of the region noted that in 2016 it was managed to keep positive trend in agricultural production. Its growth was 100.8 percent, which, however, lower than in the Volga Federal District (106.2 percent) and in Russia as a whole (104.8 percent).
“A month ago we adopted a strategy of the industry development until 2020. We indicated a goal — to be in the top five leading regions in agricultural production”, said Rustem Khamitov. According to the strategy, in the next four years it is planned to increase the total volume of agricultural production from 166 billion to 230 billion rubles, to increase the production per employee from 1 million to 2 million rubles, to increase the share of production by agricultural enterprises and farms from 49 to 60 percent.
“The development of agribusiness should start from the economy in the first place, the analysis of growth factors or reduction of agricultural production, increase in productivity, wages,” marked Rustem Khamitov. “It is necessary to focus on the market, real needs of consumers, grow and process products that are most in demand today and bring the highest revenue. Successful agricultural enterprises should be platforms for effective models mastering”.
The head of the region emphasized that budget support should not be considered as the main source of development. He noted the need to implement project management technologies in the agribusiness.
“Design centres, offices should be available in agriculture. Not "headquarters", as they are today, which every year heroically fight for sowing and harvest, but effective analytical structures capable of good planning, process management, supporting investment projects, etc.,” Rustem Khamitov said. “A special role is given in this part to work arrangement at the level of municipal districts.”
