Rustem Khamitov: "We aim to address housing need problem by 2025"

On November 24, in Ufa, Rustem Khamitov, the Head of Bashkortostan chaired a meeting of the Government. It was devoted to discussion of a concept on providing housing to people in need of improved housing conditions until 2025.
The Prime Minister of the Government RB Vladimir Nagorny told about the core ideas of the proposed concept developed at the initiative of the Head of the Republic.
“We should build 4.5 million sq m of social housing to improve the living conditions of the people in the waiting list, that is more than 89 thousand families as of November 1, 2016,” the Deputy Prime Minister defined the targets. “At the current construction rate and traditional lending system, this task can be stretched to 25 years.”
The level of prices in the housing market, low solvency of the population does not allow those in need to receive a sufficient volume of borrowed funds and mortgages. Social housing is also not built enough — 180 thousand sq m were built in 2015. There is a lack of land plots with engineering and utilities infrastructure.
The Government proposes to organize this work in phases. In the first phase (2017-2021) it is planned to construct 2.3 million sq m of housing, in the second phase (2021-2025) — 2.2 million sq m more. The people in need of housing will be offered available options for the purchase or possession of the living premises with both existing instruments (mortgage lending), and with introduction of new mechanisms: installments (social mortgage), lease with option to purchase, lease of premises for social use, individual housing construction.
The proposed forms of support are planned to be used in the implementation of pilot projects in 11 republican municipalities the during the first phase of the program: the cities of Ufa, Neftekamsk, Sterlitamak, Oktyabrsky, Birsk, Salavat, Ishimbay, Yanaul and in Ufa, Kushnarenkovo and Chishmy Districts. The total amount of financial support of the program in 2017-2021 will amount to 62.5 billion rubles, including 17.5 billion rubles from the republican budget.
The Head of Bashkortostan urged for cost-conscious use of budget funds for housing construction, and more actively implementation of the housing savings program.
“Residents of the republic should understand that we aim to mostly address the housing problem by 2025 for people in need of improved housing conditions,” said Rustem Khamitov.
