All-Russia People’s Front has offered expert support for energy-saving technologies implementation at major repairs

All-Russia People’s Front experts believe that the need to implement energy-saving technologies in the overhaul system is long overdue, and offer the Russian Federation Ministry of Construction not to delay their implementation. Their members offer expert support in finalizing the legal framework in this area, the regional headquarters reports.

The active members believe that the use of energy-saving technologies in the course of major repairs of apartment houses will allow tenants to reduce their electricity, hot water and heating costs to 40 percent on a monthly basis. In late July, the Minister of Construction and Housing and Communal Services of the Russian Federation Mikhail Men’ at a National Meeting on Housing Strategy implementation, said that in the near future citizens would be able to choose between the standard and energy-efficient overhaul repairs.

Currently, major repairs of apartment houses aim only at improving the quality of the housing stock. It includes restoration of roofs, facades, cellars and basement, replacing engineering services and lifts. Up to 2043 the regional major repairs program includes more than 736,000 houses, for which it is planned to spend billions of rubles. Simultaneous measures to improve the energy efficiency of buildings will increase the cost of major repairs. However, as emphasized by the All-Russia People’s Front experts, these costs will be paid off in a term of two to 12 years by reducing utility costs, and the houses themselves will serve longer.

According to the Commission for Modernisation and Technological Development of Russia's Economy under the Russian President, the potential for energy savings in the implementation of energy saving measures in apartment buildings can be up to 40 percent. The international experience also testifies to beneficial use of energy-saving technologies.
