The three leaders in information transparency in the sphere of housing and communal services were Bashkortostan, St. Petersburg and Buryatia. The All-Russia People’s Front (ONF) experts carried out monitoring of the information disclosure by the regions and made a rating based on it. The ONF monitoring showed that none of the regions fully conformed to the requirements for the information disclosure legislation.
The ONF active members checked 594 regional and municipal websites. In each of the 85 regions seven official sites were checked: the entity of the Russian Federation; the regional operator of overhaul repairs; the State Housing Inspection of the region; the regional executive authority in the sphere of housing and communal services; three largest municipalities in terms of population.
23 requirements of the current legislation on the necessity to post data published on the official websites of the Russian Federation and municipal entities, sites of regional operators of overhaul repairs, State Housing Inspection websites were selected as criteria. In addition, the analysis was carried out by 15 non-regulated by legislation criteria, which, according to the ONF experts, increase the information transparency.
Experts pointed out that the checked regional sites basically had no information on the implementation of regional targeted programs for citizens resettlement from failing housing stock — this information was not available in more than 60 regions. Municipalities’ websites often did not have any information about holding public tenders for managing companies, they should be published according to the law.
