Rustem Khamitov met with Minister of Labour and Social Protection of Russia Maxim Topilin

In the House of the Republic the Head of Bashkortostan Rustem Khamitov met with the Minister of Labour and Social Protection of the Russian Federation Maxim Topilin. During the meeting they discussed issues of improving labour relations and quality of social services.
“We have received your assistance in the issue of additional measures to reduce tensions in the labour market. 230 million rubles was the total budget. We have received your assistance for 218 million rubles. We have mastered all the funds at 100 percent”, said Rustem Khamitov. “5415 people participated in the program. It is 110 percent of the plan.”
The Head of the Republic also touched upon the transfer of social services to the private sector.
“These services are provided by 59 independent non-profit organizations free of charge and their 59 business entities on a fee basis. So far everything goes quite well. Of course, we would suggest replicating this experience,” said Rustem Khamitov. “Here we have formed a market and for the six months the number of people served increased by 16 percent. The volume of income received from providing services on a fee basis increased almost twice — from 43 to 75 million rubles. Our experience can be examined.”
“With regard to the system of social services, we are now making progress in the sphere of independent evaluation of their quality,” underlined the Minister. “Now the time comes when after an independent assessment, through review of consumers it can be estimated how services are provided by our institutions. It is necessary to get a feedback: whether services are provided correctly, whether the population is satisfied. We should receive this feedback, understand correctly and embody in our activity.”
Speaking about the process of labour relations legalization, Rustem Khamitov reported that from December 1, 2014 83 thousand people were legalized according to labour law. The control task was fulfilled by 115 percent.
In turn, the Minister highly estimated the achievements of the republic in the sphere of social support, as well as demographics.
“The demographic situation in the republic is kept at a very good level, and the birth rate exceeds the death rate,”said Maxim Topilin. “The fact that natural growth is preserved in the republic is crucial. I think you should continue to develop these programs, aiming them at families with the second, third child.”
