Pedestrians should wear reflective elements at nights since July 1

Since July 1, 2015 clothing of pedestrians outside settlements should be luminant in the dark. The Russian Government Resolution No. 1197 «On Amendments to the Road Traffic Regulations of the Russian Federation" obliges pedestrians to have reflective elements on them. The new law is aimed at increasing the safety of pedestrians crossing the roadway and going along it.
At the moment, the traffic regulations include a provision on reflective elements, which is only of advisory nature. The amendment introduces an additional requirement for pedestrians to place reflectors on their clothing or bag, ensuring the visibility of these items for the drivers. This rule is an obligation now, not the right of a pedestrian. In case of failure to follow it a person can be brought to administrative responsibility under Article 12.29 of the Code of Administrative Offences RF. The violation entails a warning or an administrative fine of 500 rubles.
