The integral rating of cities is composed for the fourth consecutive year. The purpose of the study is to determine the most favourable big city in the country on the ratio of "costs" and "quality" indicators. This allows evaluating the relative effectiveness of urban policy on enhancing the attractiveness of the city for its residents.
