Vladimir Putin introduced the "none of the above" option at local elections

The "none of the above" option will appear in the ballots at the elections of local government deputies this autumn. The relevant law was signed by the President of Russia Vladimir Putin. The document was adopted by the State Duma and approved by the Federation Council on May 28.

Elections to the local authorities on single-seat constituency or single constituency are declared invalid if the number of votes cast for candidates with the highest number of votes in relation to the other candidate (other candidates) is less than the number of votes cast against all candidates.

In case of repeat voting a candidate who receives the highest number of votes in relation to the other candidate (other candidates) is considered elected, provided that the largest number of votes exceeds the number of votes cast against all candidates.

As the CEC explains, the "none of the above" option in the elections to the state authorities, the presidential elections will not be available because these elections are not considered as municipal ones.
