Rustem Khamitov: "Science must be one of the growth areas for our economy"
On December 18, the President of Bashkortostan Rustem Khamitov chaired a meeting of the Government RB. The problems of science development in Bashkortostan and implementation of the "House of Science and Technology" project were discussed at the meeting, the press service of the head of the region informs.
Speaking at the meeting, Rustem Khamitov noted that Bashkortostan formed quite powerful scientific potential. 69 research organizations operate here. More than 100 innovative companies conduct their business activities. Last year, the volume of scientific and technical work exceeded eight billion rubles. It is almost double growth since 2010.
The republic is known for its large schools of thought in organic chemistry, ethnogenomics of peoples of Eurasia, genetics, plant breeding, soil science, complex analysis and functional equations and many other areas. Bashkortostan is among the recognized leaders in research in the field of ophthalmology, nanomaterials and nanotechnology, pipeline transport, aviation, petroleum, transport engineering. 13 scientists from the list of about three thousand of the most cited scientists in the world have been working at USATU and Ufa Science Centre of RAS.
Nevertheless, the head of the republic marked that the contribution of Bashkortostan scientists to the global science should be more substantial. “We are seriously lagging behind the national average values by number of scientific human resources. 20 people engaged in science are accounted for 10,000 employees in the economy, in Russia — 55.”

Speaking of academic science, he noted that more than 700 people were directly engaged in research at universities — a tenth of the total number of republican scientists.
“More than 900 Doctors of Science and four thousand Candidates of Science work at higher education institutions. 23 small innovative enterprises work at universities. It is generally speaking, very, very small figure: 23 per 10-12 universities. Last year, universities directed over one billion rubles for funding of scientific research. And in 2011 it was 800 million rubles. According to this indicator, we are the fifth in the Volga Federal District. It is the top five that we are not happy about,” the President said.
However, he underlined that "we are the first in the district in terms of financing contracts and the second in attracting foreign grants.”
The meeting also discussed the Government RB readiness for the Federal Law implementation "On the contract system in procurement of goods, works and services for state and municipal needs" to be effective from January 1, 2014.
