The Ministry of Economic Development of Russia and representatives of the third sector have developed a complex of measures to support socially focused noncommercial organisations (SO NKO) till 2018.
As the press-service of the Ministry of Labour and Social Protection RB informs, referring to the Agency of Social Information the document provides 13 measures of support: subsidising from the federal budget of regional programs supporting SO NKO and the organisations rendering information, consulting, procedural and other support to another SO NKO; distribution of federal funds among NKO mainly through competitive mechanisms with obligatory publishing reports on implementation of the financed projects.
Besides, prolongation of the lowered rates of insurance payments for noncommercial organisations is planned to be established till 2018; introduction of profit tax exemptions for the companies-benefactors; granting of possibility to individuals to donate deductions on Personal income tax, which they are entitled to in connection with the donations made; the permission to accept legally donations through terminals.
The document was supported by members and experts of the Public Chamber of Russia, working group on development of NKO Council for the Development of Civil Society and Human Rights under the President of Russia and the Council under the Government of the Russian Federation on Guardianship in the Social Sphere.
