Ministry of Agriculture RB expects strengthening of farmers positions in the republican agrarian sector

The share of farmers in total amount of agricultural products output in Bashkortostan will increase. This tendency was designated by the Minister of Agriculture RB Nikolay Kovalenko at the conference of Association of Owner-operated Farms and Farmer Cooperatives RB on Friday.

The basic strategic document of farmers for the forthcoming eight-year period is the Additional Target-oriented Program «Development of agriculture and regulation of agricultural products, primary products and foodstuffs markets» for 2013-2020. «Farming and small economic entities are among the main directions of the state program,” the Minister said. “The main activity to be conducted is support of farmers-beginners, development of family cattle-breeding farms, crediting of small business patterns and land titles registration».

In 2013, according to the head of the Ministry of Agriculture, “the state support on subsidising of elite seeds, perennial plantings management, indemnification of a part of expenses for crops insurance and economically significant programs implementation” is provided.

In the field of cattle breeding subsidising of expenses on breeding stock and acquisition of young breeder will remain. Loans will be still subsidised.

The Minister informed that for the agricultural producers engaged with meat cattle breeding, 100 % of the refinancing rate will be compensated by the federal budget. Besides it, the bank interest rate on credit over the refinancing rate will be subsidized by the republican budget — within 3 %.

According to the Ministry of Agriculture RB, there are 4800 farms and individual businessmen engaged in manufacture of agricultural products in Bashkortostan. Within the limits of the state program more than 840 million rbl. were allocated for republican farmers from the budgets of both levels, including 440 million rbl. from the republican treasury in 2012.
