Rustem Khamitov: «New programs define new ideology of state assets management»

The Government of Bashkortostan plans to raise considerably non-tax incomes of the republican budget by means of the new Program of Land and Property Relations Development in the region. Its project was discussed at the Government RB session on Wednesday.

The component of this document — the Program of Creation and Development of Spatial Data Infrastructure of the Russian Federation in the territory RB was considered in details.

The programs are intended for the term up to 2018.

Last year use and sale of the state and municipal property provided revenues of 12 billion rbl in the consolidated budget of the republic. Half of the sum is collected fr om leaseholders of land plots and objects of non-residential fund.

Over half of non-tax incomes of local budgets was formed from the land plots lease. Thus, according to inventory, there are about three thousand land plots in the republic, on which rights to use are not registered yet and from which, hence, the budget does not receive incomes.

“It is just inadmissible to use land plots inefficiently,” Rustem Khamitov underlined.

Another reserve to increase economic return from the state ownership management is to privatize unprofitable state unitary enterprises.

According to Rustem Khamitov, last year from 184 state unitary enterprises the republic received 90 million rbl., at the same time 101 joint-stock companies with the republic participation brought three billion rbl. for the same period.

The Ministry of Land and Property Regulations RB prepared offers on reorganisation and optimisation of state unitary enterprises number. In November at the Government RB session it was decided to include into the prognostic plan of state property privatization for 2013 state blocks of shares of 12 economic entities more.

To improve the land and property complex management in the region it is also possible by means of information resources development. Bashkortostan is included into the pilot project on creation of regional model of spatial data infrastructure. According to Rustem Khamitov, for today there is already actual digital cartographic system, the uniform co-ordinate space with GLONASS system use is generated, maps or plans of settlements are made. On these purposes more than half a billion rbl were directed from federal and republican budgets. The work was conducted within the lim its of the Republican target-oriented program «Creation of the automated system of the state land cadastre and state registration of the real estate objects» for 2003-2012.

“The previous program is finished, and today we confirm the new one — on spatial data infrastructure development in the republic,” the President informed.
