The deputy Prime-Minister of the Government RB Lilia Gumerova and Minister for education RB Alfis Gayazov have told about changes, which occur after the new law about education comes into force, on January 22 during press conference, held by the news agency “Bashinform”.
The new law, signed by Vladimir Putin at the end of December 2012, will replace two former laws – “Education” (1992) and “Higher and Post-Institute Professional Education” (1996).
“Already at the initial stage of discussion the new law about education gave birth to great number of rumors. First, the idea that education can become chargeable was actively promoted. Today we can say with all responsibility that no chargeable education is offered. Moreover, the standards on the list of obligatory state education services are considerably widened, as compared with the previous legislation” – Lilia Gumerova said.
As the participants of the news conference say, the adoption of this law is the call of the times. Specialists were working on the basic law in the course of several years. More than 1400 amendments were introduced, including several proposals from Bashkortostan.
One more question, raised in the course of the briefing, touched upon the cost of staying at kindergartens. Lilia Gumerova has answered that no substantial rise of fees for staying at pre-school education institutions is planned.
The theme of primary and secondary professional education was also raised. Within the frames of secondary professional education two kinds of educational programs are offered now – training of professional workers and training of middle ranking specialists. Some primary colleges will be liquidated and some of them will be combined with secondary special institutions.
It was also reported that at present time the workgroup for making the republican education law works in Bashkortostan. This document will be introduced to wide public same time as the federal one. At the same time the main clauses of the new federal education law will start working already beginning from September 1, 2013.
