Rafael Mardanshin: “International adoption is a coercive measure for solution of the problem with minor orphans”
State Duma deputy Rafael Mardanshin has commented upon the recently passed so-called “Dima Yakovlev law”.
“The children, adopted in Russia, more often started to go through illegal actions in the USA and Russian authorities had to undertake adequate measures” – the deputy said – “The so-called “Dima Yakovlev law”, passed here, has become the result since the current agreement concerning adoption, signed by our countries, fails to protect the rights of Russian children in full measure. The necessity to halt the process of adoption of our kids by citizens of the USA was under discussion for already several years. This measure is necessary though somebody regards it as too tough. We have to protect the interests of our small citizens because foster parents in America, even guilty of child death, often happened to stay unpunished and our services weren’t righteous to control the conditions, which the adopted child was reared in. Moreover they weren’t righteous to return such kid back to Russia. And how many such fatalities still remain unknown? Until this position of the American party remains unchanged, our veto on adoption is absolutely reasonable”.
Rafael Mardanshin has also added that this law still fails to improve the existing situation.
“International adoption is a drastic measure, the coercive measure for solution of the problem with minor orphans. This is the result of poor development of the institute of internal adoption in the country. We have to make all necessary conditions to help these children and disabled children first of all to find foster families in Russia and for that all bureaucratic obstacles for foster parents should be removed and they have to be provided with solid material support of the state” – the deputy stated.
