The deputy chairman of State Duma committee for housing policy and housing and communal services Paul Kachkaev has taken part in the interregional conference “Development of local self-government in Russia: problems and ways of solution”, recently held in Syktyvkar. The law-maker from Bashkortostan has made a report “New approaches to organization of the system of planning and financing for capital repair of apartment buildings”.
According to Russian State Statistics Service there are more than 1,6 million apartment buildings in Russia at the beginning of 2011 and about 45 million people live in these buildings. 30-65% of apartments need capital repair at present time.
Within the frames of the theme Paul Kachkaev has stopped on the main parameters of the changes, offered within the frames of the bill “Alteration of Housing Code RF and of some legal acts RF”. The document is directed to elaboration of long-term stable mechanisms for financing of capital repair in apartment buildings through accumulation of means of all flat owners and budgets of all levels.
