Russian regions will choose representatives to Federation Council at provincial elections
Candidates to the post of governors of Russian regions will at the same time introduce three pretenders to membership in Federation Council and one of these pretenders can be delegated to the upper chamber in due course. In case of pre-term resignation of a member of Federation Council other candidate from the governor’s list can be appointed to this post. Russian State Duma approved a new pack of laws concerning new order of Federation Council formation, ITAR-TASS reports.
Thereby the electors will per se vote not only for the pretender to the governor’s office but also for candidates to the senator posts.
The new order for formation of the upper chamber of Russian parliament is directed to realization of the idea concerning all-national election of senators. At the same time the principle of non-party formation of Federation Council is preserved. Senators are prohibited to establish new parties and factions. At that only deputies of regional parliaments can become members of Federation Council.
New norms have to come into force beginning from January 1, 2013.
At present time Rudik Iskuzin and Anatoly Bondaruk present Republic of Bashkortostan in Federation Council.
