Federal Supervision Agency for IT and Communication has formulated the notion of public-political mass-media

The mass-media, for which the marking according to the age principle isn’t necessary, are determined. The exact notion: “the edition, specializing in spreading of public-political information”, is approved by Federal Supervision Agency for IT and Communication.

The edition, specializing in spreading of information of public-political character, represents a periodical printed edition or online edition, which content mainly consists of the information, covering actual socially significant problems and events of public, political, economic and cultural life of Russian Federation and other countries, including the problems of internal, external and international policy, through publication of articles, opinions, interviews, critical and satirical materials, review, analytical, statistical and (or) other information, said on the site of the Agency. The periodical printed or online edition, specializing in information and materials of advertising, erotic, entertaining and leisure character, or meant mainly for children, can’t be considered an edition of public-political character. In order to admit a periodical printed or online edition the edition, specializing in publication of the materials of public-political character, it is necessary that the volume of publications to the abovementioned themes would make up the major part of the total volume, not taking advertising materials into account.

We’d like to remind that the necessity of exact formulation of this notion is anticipated by the federal law “Protection of children from information, dangerous for their health and development”, which came into force on September 1, 2012. One of the requirements of this law demands that mass-media should distribute their content according to the age principle.
