Black list of sites will appear in Internet on November 1

The so-called “black list” of sites will be placed on the special portal www.zapret.info.gov.ru, the Federal Agency for supervision in sphere of communication, IT and mass communications reports. The Agency will run this list, until an authorized provider is appointed specially for that.

The regulations of the federal law “Protection of children from information, harmful for their health and development”, concerning establishment of the unified register of the sites, containing the information, which spreading is prohibited in Russia, will come into force beginning from November 1, 2012, as well as the mechanisms for access restriction. Some other norms of the abovementioned law, in particular, the requirements concerning age marking of informational content, started working since September 1 this year.

The Government of Russia decided that the register would be carried on in electronic form in daily round-the-clock mode. The register will contain, in particular, domain names or a marking of the site’s page, containing prohibited information, requisites of the decision of the authorized body concerning admission of this information prohibited, description of the information, information about provider, date and time of check-ups and the presence of the prohibited information on the site.

The list of grounds for inclusion of internet sites into the “black list” is also determined. The law provides for three categories of data, which can be blocked: children pornography, suicide and popularization of drug addiction.

Any person may report about presence of harmful information on this or that page of any internet site and special blank of application is placed on the site of the Federal Agency for supervision in sphere of communication, IT and mass communications.

In case the information is admitted really harmful, what is to be decided either by the court or by the authorized body, the Federal Agency includes this internet address into the “black list” and sends corresponding notification to this hosting provider. Within the period of three days the owner of the site or provider has to remove the prohibited information or restrict the access to the site. If these demands are met, the domain name and/or the marking of the page will be excluded from the register. Otherwise the access to the site will be restricted by the communication statement.
