The Plenipotentiary of the President of Russia in Volga federal district Michael Babich and the President of Bashkortostan Rustem Khamitov has held a meeting with chairmen of regional Muslim departments on Volga federal district.
First the participants of the meeting have revered the memory of a well-known theologian, deputy chairman of Muslim Clerical Dept of Tatarstan Valiulla Yakupov, recently killed as a result of an act of terror.
As Michael Babich mentioned, the tragic events in Kazan are the witness of the problems, observed not just in Tatarstan but in Russian society as well. Now the act of terror is under investigation and its prerequisites are investigated too with the purpose of changes of approaches in relations with different religious communities.
“It will hardly be able to get real results without our joint position and without our consolidated approach in counteraction to spreading of these phenomena” – the Plenipotentiary stated.
Problems of Islamic education, spreading of radical Islamism and experience of Tatarstan, where several legislative solutions, principally altering the approach to Islamic education abroad and to organization of work with Muslim communities, were approved after the act of terror, were under discussion at the meeting. In opinion of Michael Babich the experience of Tatarstan should be adopted not only in Volga federal district but in the whole country as well since more and more immigrants arrive in many Russian regions from former Soviet republics and these immigrants begin dictating their religious traditions on local citizens.
“We have to oppose these phenomena systematically” – Michael Babich stated.
The President RB Rustem Khamitov told about religious situation in our Republic and mentioned that 12 religious centers, 1583 religious communities of more than 20 beliefs were registered in the Republic at present time. More than 88% of these communities preach Islam (67%) and Christianity (21%). At that the President RB mentioned that Republican Islamic clergy trained imams, basing on the canons of traditional Islam.
Participants of the meeting made several proposals, aimed at perfection of interaction between authority and religious communities. As Michael Babich mentioned, the next meeting will be held jointly with representatives of Russian Ministry of education and science and state education institutions in order to find out to what extent the programs, financed by the budget and directed to support of Islamic education, can be called efficient and what is the level of integration of madrasahs and Islamic institutes in these programs.
