President of Bashkortostan: “We want to make dynamic system of regional management”

On September 6 the President RB Rustem Khamitov has commented upon his recent decision to entrust operative management of the Government RB to himself.

“The Constitution of Bashkortostan says that President of the Republic heads the government and de-jure it was so but de facto – it wasn’t” – Rustem Khamitov explained – “The Government was headed by the Prime-Minister and in many respects it determined the financial policy, the policy, connected with distribution of means, etc. Sure, the President indicates the main movement vector but everything was carried out by the Prime-Minister” – the head of the Republic explained – “If we have parallel structures and numerous subdivisions, it means that certain faults in the data transference program arise and one can feel such faults immediately. There are no tricks and no “double bottom” here. We just want to make modern, dynamic and cheap management regional system. Today it is senseless to have two branches of power: the presidential one with its own numerous administrative structures and nearly the same governmental one. We have to combine these branches together, making this single branch compact and cheap. All solutions have to find their executors quickly. There are no any novelties here because 90% of Russian regions live so” – Rustem Khamitov said.
