Passenger transportations will not rise in price with GLONASS introduction - Goskomtrans
The GLONASS system start should not cause a rise in prices for passenger transportations, the vice-chairman of the State Committee RB on Transport and Road Facilities Andrey Bykovsky declares.
Expenses on GLONASS implementation are not such significant for carriers as the system of monitoring on transport will be put into operation due to budgetary funds, he informed at the press conference which took place on August 17 in Ufa, having reminded that since January 1, 2013 all passenger vehicles should be equipped by the satellite navigation systems.
“Absence of that, as well as the switched off or faulty system will be considered as gross violation of licence requirements that can entail a suspension of licence validity,” the head of the State road supervision department on RB Sergey Merezhko underlined.
Andrey Bykovsky named introduction of new technologies among three main preconditions for organising the market of passenger transportations. Among remained two he designated carrying out of competitions among carriers for the right to realise the given activity, and also strict execution of control functions by responsible departments. Today work of passenger transport is regulated by the authorised bodies of executive authority of the subject, municipalities, State Traffic Safety Inspectorate.
