“The National Monitoring Service” jointly with the Institute of independent political investigations prepared a media-rating of regional governors on March 2012 on the base of the coefficient of informational openness 2,0. This coefficient is calculated with the help of a new method now.
As before the coefficient is calculated as a correlation between the number of publications, containing direct or indirect speech of a person and the total number of informational messages, in which this person is mentioned. Comments in Twitter and Live Journal are added to reports in federal and regional mass-media now. Thereby not the persons, about whom mass-media write most of all, but those, every mentioning of whom contains a message for this or that audience, can be included in the top of the rating.
Thus, the governor of Kirov region Nikita Belykh, the governor of Ulyanovsk region Sergey Morozov and the governor of Khanty-Mansi autonomous district Natalie Komarova formed the Top 3 of the most open for mass-media governor in March.
Along with the abovementioned persons the governor of Vologda region Oleg Kuvshinnikov (the 4th place in the rating), the governor of Kamchatka Vladimir Ilukhin (the fifth place), the President of Buryatia Vyacheslaw Nogovitsyn, (the 6th place), the governor of Smolensk region Sergey Antufiev (the 9th), the governor of Ingushetia Unus-Beck Evkurov (the 10th) and the governor of Adygei Aslan Thakushinov (the 11th) have become leaders in their federal districts.
If talking about Volga federal district, in which staff Bashkortostan is found, the President of Bashkortostan Rustem Khamitov is located on the 3rd place here after Nikita Belykh and Sergey Morozov, leaving the President of Tatarstan Rustam Minnikhanov behind. In the general list of governors Rustem Khamitov stands on the 14th position and Rustam Minnikhanov – on the 16th.
Other governors of Volga federal district can’t be called open for mass-media. Thus, the acting governor of Saratov region Valerie Radaev and the head of Mordvinia Nikolai Merkushkin enclose the rating, standing in the list of the most closed for mass-media VIPs.
The governor of Sverdlovsk region Alexander Misharin holds just the 58th line in the rating, the head of Kemerovo region Aman Tuleev is on the 80th position, the governor of Orenburg region Uri Berg is on the 36th place, the governor of Perm region Oleg Chirkunov – on the 28th, the governor of Mari-Al Nikolai Markelov – on the 60th, Chuvash governor Michael Ignatiev – on the 51st and the governor of Nizhniy Novgorod region Valerie Shantsev – on the 30th position.
