The agency of economic news has conducted regular investigation, ordered by “The Independent Newspaper” – to what extent the work of representatives of commercial and public structures and deputies, aimed at lobbying of the projects, developed in the interests of certain structures, branches, regions and layers of population, can be called efficient. The matter is so-called civilized lobbying, which doesn’t mean bribery. The investigation was conducted according to totals of January 2012.
According to the results of this investigation the head of Moscow administration Sergey Sobyanin holds the first place in the list of regional leaders with “very strong efficiency”. His January rating was equal to 4,61 points (4,65 in December 2011). The governor of Saint-Petersburg George Poltavshenko stands on the second place with 4,44 points (4,41 in December). The governor of Tyumen region Vladimir Yakushev is on the third place (4,26 and 4,28). The President of Chechnya Ramzan Kadyrov and governor of Krasnodar region Alexander Tkachev share the fourth and the fifth lines in the rating and the President of Bashkortostan Rustem Khamitov and the head of Chukotka Roman Abramovitch – the sixth and the seventh. At that Rustem Khamitov has improved his rating from 4,10 in December 2011 to 4,12 in January 2012. In this group of lobbyists with “very strong efficiency” the President of Bashkortostan leaves the President of Tatarstan Rustam Minnikhanov (3,94) and governors of Nizhniy Novgorod and Kemerovo regions Valerie Shatsev and Aman Tuleev (3,81) as well as governor of Sverdlovsk region Alexander Misharin (3,57) behind.
