The authorities of Russian Federation consider the possibility to reconstruct the system of political management in the country but the final decisions will be made by new President of Russia, by new Prime-Minister and by new Russian Government — after Russian citizens and business discuss all proposals to this subject, RIA "NOVOSTI" reports.
The leaders of different branches of power have ventilated some initiatives at the final gathering of the Russian State Council in Kremlin within the frames of the process of decentralization, launched by the President of Russia Dmitry Medvedev in June 2011. One of the most cardinal proposals is abolition of the federal plenipotentiaries - they have to be replaced by the ministers for affairs of territories. Besides, more than 100 authorities should be transferred to the regions.
The federal center has to transfer more than 100 authorities to the regions, which at present time are governed by more than 220 federal officials. According to the preliminary estimations the annual expenses of the federal exchequer for these purposes amount to 67,5 billion rubles. Regional governors get a chance to exert more substantial impact on development of their regions, thus bearing full responsibility for economic development of their territories. Law-enforcement bodies, the federal anti-monopoly service and the federal service for financial monitoring should stay under the federal control.
It is expected that the corresponding bills will be introduced to the Russian State Duma already in several months. Practical realization of these proposals can start in 2013 and stretched on three-five years.
