Paul Kachkaev:"Regions and municipalities should have more authorities"
"The President of Russia mentioned the problem of decentralization of the authority and the budget in his Message. It is clear that in the 90s, when the country was standing o the verge of breakdown, the budget had to be governed from above. But at present time I believe that the present position of Dmitry Medvedev is absolutely correct" — the State Duma deputy Paul Kachkaev said, commenting the Message of the President of Russia to the Federal Assembly — "Regions and municipalities should have more authorities, since they know regional problems and demands of local population better. Here we can include everything: education, health protection, housing and communal services etc. I think the regional power bodies will be able to estimate their abilities more correctly. They have to work for the good of all people".
