Small and medium business can't be developed further according to one scheme. The Minister for economic development RB Eugene Mavrin suggests that these two notions should be officially separated and special program for medium business should be worked up along with the already acting in the region program for business undertakings backing.

“Categorically different economic conditions for functioning of small and medium enterprises and different level of managerial thinking demand formation of differential approach from financial institutions and from the state” — he stated at the gathering of the Republican council for business undertakings support, held within the frames of the forum “Business undertakings: small towns and territories – the points of growth” — “We mustn't conduct one state policy in respect to small and medium business and we can't have one unified line of bank products for small and medium enterprises”.

Eugene Mavrin has stated that people go in for small business mainly for self-employment and not for successful commercial and investment activity. As for the medium enterprises, there are about 400 of them in Bashkortostan for today and according to the Minister “every such enterprise can potentially turn into a big leader of the branch or into a town-forming enterprise in the future”.

“As for the medium business, we are ready to offer the scheme, already developed on the federal level, i.e. establishment of the Agency for strategic initiatives for support and accompanying of the investment projects, offered by medium business, as well as the foundation of the Fund for direct investments, i.e. the same institutions for development but possessing another functions, able to accompany any medium business with absolutely different level of financing” — he said and added that the Ministry for economic development RB insisted on elaboration of special Republican program for medium business.
