Eugene Mavrin: “The launch of the universal electronic card in Bashkortostan may be called complete”.

The Minister of economic development RB Eugene Mavrin supposes that the launch of the project “The universal electronic card” in Bashkortostan may be called complete.

“I think the pilot project has de facto taken place because at present time all applications of the universal electronic card are working in the Republic on the base of the social card of Bashkortostan” – the Minister stated, talking to journalists.

As it is known, the universal electronic card is developed on the base of the same technology as the social card of Bashkortostan and it is not accidentally that our region was chosen as the pilot one for promotion of the project on the federal level. At the same time, as M-r Mavrin says, the Republic is found in the most difficult situation now. The matter is that there is the provider in the region — the holder of 250 thousand social cards – this is JSC “Bashkir register of social cards”. It is clear that in 2014, when every citizen of the country has to have the universal electronic card on hands, the “Bashkir register of social cards” will cease to exist in its present format. At present time the question concerning establishment of a certain unified provider on the whole territory of Volga federal district is under consideration and it is presupposed that the shares of possession of this provider will correspond to population of this or that region.

“At present time we are negotiating this problem and these negotiations won’t be easy for us” – the Minister mentioned – “If one provider combines several regions, it means that our share will be about 15% and in this case we won’t be able to develop our own products and ideas”.

At present time 250 thousand citizens of Bashkortostan make use of the social cards to a different degree of intenseness. According to the statistics transport and medical applications – public transport fares and appointments to see a doctor – as well as the pension application are considered the most popular among citizens of the Republic.

According to M-r Mavrin Bashkortostan is ready to make these cards the electronic substitutes of a passport already by the end of this year but the federal center has to give the exact answer – can these cards be used as the full-fledged substitute of Russian passport or not.
