In 10 years Russia will join the Top 30 of the leading innovational states of the world. This is the opinion of one third of the experts, taking part in the investigation of the innovational climate in the country.
At the same time the present situation in the market of innovations in Russia leaves much to be desired. The majority of the specialists suppose it is found on the stage of formation and develops itself very slowly. At that the participants of the interrogation mark the shortage of offers as well as of demand in innovational designs.
The lion’s share of the experts was unanimous that foreign companies and their divisions were more active in the Russian market of innovations – both as producers and consumers. As for the Russian purveyors of innovations, small companies are more active, big and medium business companies look better among consumers and the state, especially education and scientific organizations play the least substantial role of all.
At present time experts don’t estimate the quality of Russian innovational products on high level. In opinion of the respondents only about 6% of Russian designs possess high competitive ability on the world level and in the Russian market this figure is equal to 15%.
The majority of the respondents called numerous administrative barriers, the extremely high level of monopolization of Russian economics as the main factors, hampering development of innovations: more than 80% of the respondents are sure the fair competition in the country is absent.
At the same time the experts pin high hopes on the state in development of innovations. In opinion of 60% of the interrogated one should perfect the legislative base, development of financial markets, independency and justice of the law-enforcement and legal systems and the quality of social environment first of all.
And all experts practically unanimously urge to refuse fr om development of Russian market of innovations due to foreign technologies, basing on the Russian progressive designs. The experts believe that the quality of human capital remains the main competitive advantage of Russia. More than 60% of the interrogated highly estimate mental and creative abilities, qualification and professionalism of Russian specialists.
The interrogation has been carried out on the eve of the international exhibition “INNOPROM-2011”, held in Yekaterinburg in July, wh ere more than 400 participants from 30 states presented their newest designs in different branches of economics.
