Bashkir State University’s division in Neftekamsk stands in Top3 in the rate of Russian institutes, adapted for the students with restricted abilities most of all
The division of the Bashkir State University in the town of Neftekamsk stands on the third line after the Moscow State Music Institute by Alfred Schnitke and the International Independent Ecological-Political University (Moscow) in the rate of architectural availability for students with disabilities. The investigation was prepared by the Russian Rectors Union, the National Research Institute “The Higher School of Economics” and RIA “NOVOSTI”. The rate was conducted within the frames of the project “Social Navigator”.
As it is reported on the site of the abovementioned news agency, the architectural availability of buildings, constructions and premises at the Russian institutes for the wheelchair students has become the subject of investigation. 157 institutes took part in it.
Those institutes, which availability was estimated at least at 50% of the maximal number of points, were included into the final rate “The Top of Russian institutes by availability of their premises for low-mobile groups of population”. 91 institutes from 46 Russian regions have overcome this barrier.
The experts considered, did the institute’s buildings had the obstacles, preventing free movement of the wheelchairs inside – doorsteps, stairs, narrow passages, steep slopes etc, were the facilities for more convenient overcoming of these obstacles present, was the width of the doors and stairs enough for wheelchairs, was the institute’s building equipped with the special ramps, weren’t these ramps too steep and was the building equipped with the elevators. These and other indices were estimated with the help of the questionnaire, composed on the base of Russian sanitary standards and rules.
The monitoring has shown that the entrances and stairs are adopted for people with disabilities in the best way (the ramps are available too). The situation with various obstacles inside the buildings (in doorways, corridors etc) is slightly worse and elevators are the most problematic zone. By the way, none of the institutes is equipped with elevators.
The rate includes other institutes of Bashkiria too. Thus, the division of the Bashkir State University in the town of Sibay stands on the seventh line, the Bashkir State University itself- on the 42nd position, the Bashkir State Pedagogical University — on the 61st and the State Pedagogical Academy by Zainab Biisheva in the town of Sterlitamac – on the 81st.
