Rustem Khamitov discussed with medical representatives the issues of the branch modernisation
Rustem Khamitov the President of Bashkortostan discussed the problems of public health services modernisation with representatives of the medical branch and heads of republican municipalities. The working conference «Program of public health services modernization is a priority of Bashkortostan republic» took place in the Ufa Congress Hall.
— Today many people still misunderstand the essence of the program and see only its exterior side – money, — Rustem Khamitov said addressing to physicians. — Quite big money is allocated — almost 16 billion roubles for two years. More than half of them — 7,9 billion are fr om the budget of Federal Obligatory Health Insurance Fund.
The President of Bashkortostan underlined that inhabitants of our republic should clearly understand where these means will be directed.
Complex, controversial tasks of the forthcoming reform were discussed at the meeting. There are different opinions on several positions, among them the head of the region named transition to a single-channel financing and transfer of the municipal property into republican level. There is no unanimity on these issues so far. Therefore all points of view were considered.
Fidus Yamaltdinov, the Vice-premier of the Republican Government in detail spoke about what federal statutory acts on public health services modernisation were already accepted and fixed on the law «Concerning the bases of citizens health protection of the Russian Federation» which is basic for the reform start.
According to the modernisation program, the three-level system of health care delivery will be created in the republic: the primary health care, the specialised emergency health care and hi-tech medical services. All these levels of medical care will be distributed on corresponding medical institutions.
Practically no powers on medical services rendering remain at municipalities. 167 municipal authorities are transferred to the republican level.
According to the program, nine inter-district centres will be created in Bashkortostan — large medical centres, which will be equipped by modern devices. The top level is a hi-tech medicine which is formed in the modern republican hospitals.
In the process of the system of public health services perfection, issues of delegation of separate powers to bodies of municipal public health services will be considered. Delegation of powers will be carried out only to those formations wh ere conditions for rendering of this kind of medical aid are created. For this purpose a kind of special audit will be held at the local level.
Till the end of 2011, along with the modernisation program of the whole medical branch of republic, it is necessary to develop and realise the similar program in each municipal area.
Similar procedures are going now almost in all regions. Finally the reform should lead to improvement of quality and availability of medical services.
At the meeting opinions of head physicians of medical institutions, heads of municipalities were heard. Everybody had a possibility to express what they think.
— It is clear that modernisation is inevitable, — the President of Bashkortostan summed up the practical exchange of opinions. — We hope that finally we will receive good results.
