Dmitry Medvedev considers the present system on formation of the Russian Federation Council quite democratic.

“The Federation Council was formed in different ways: originally in the transient period it was elected but later it started to be shaped of the governors and representatives of the legislative bodies. The modernized system, when only those, who are elected in the regions, can enter the Federation Council is working already this year” – the President of Russia said at today’s press-conference in Skolkovo – “This is quite democratic system, which helps the Federation Council to hit its main goal – to be the chamber of the regions in the best way”.

At the same time the President of Russia doesn’t exclude the appearance of new variants in the order of the Federation Council formation.
