The President of Bashkortostan Rustem Khamitov has taken the floor at the gathering of the Russian State Council Presidium re “The measures on strengthening counteraction to drug use among youth” in Irkutsk on April 18.

The head of the Republic has told about Bashkortostan’s experience on drug tests among pupils and made the proposals on spreading this practice for students and young workers and on strengthening the measures on counteraction to the use of so-called model drugs.

“The experience of Republic of Bashkortostan on drug tests among pupils shows the following: we’ve tested all senior pupils in Ufa in 2010 – 20 thousand people and 20 pupils – the drug addicts – have been uncovered, i.e. one pupil per one thousand. Officially we have 10 thousand drug addicts in the Republic and non-officially – about 40 thousand, i.e. 1% of our population, but if we cast older generations and babies aside, we receive 5% of young population. One of thousand is found in the field of vision on the level of senior pupils and the mass growth of drug addicts is observed among students and young workers. In 2010 we intend to test all students of higher and secondary professional education institutions. This decision is made on the level of the Republican anti-drug commission, no matter whether somebody likes it or not. The second moment is the mass use of desomorphine. The matter is that one dose of this medicine is extremely cheap – about 100-200 rubles. When people had no idea what desomorphine represented, Bashkortostan used about 700 thousand packages of this codeine-containing medicine. Today this figure is 2 million 400 thousand. It is quite clear that this difference falls on the drug addicts, so we have to make certain decisions. I understand this problem is very complicated because millions of people use these medicines but at the same time we know that great number of people use these medicines for making drugs. Every day we bury two young people, died because of drugs and because of desomorphine in particular. It means that on the all-Russian scale we bury 100 people daily, so we have to weigh all pluses and minuses before making such decision”.
