Telehealth is considered one of the conference’s scientific directions and the work of the corresponding section is organized at the Bashkir State Medical University. The official site www.bashtelemed.ru reports several key questions are found in the focus of attention of Russian and foreign specialists and the most important of them are – informatization of health protection at the state and territorial levels, designing and implementation of computerization at the medical institutions with the use of electronic case histories, databases, electronic atlases and reference-books, computer systems, meant for prophylactics, diagnostics and treatment, technologies of video-consultations and interactive distant training, mobile telehealth centers and laboratories, legal, ethic, sociological and economical aspects of telehealth and e-health protection and active use of internet in medicine.
For the reference: the development of telehealth in Bashkiria started still in the middle of the 80s. The analogous phone communication was the only available means for the information interchange that time and the network for distant EKG consulting, mainly used at the Ufa ambulance station, was launched there.
In 1993 a group of scientists from the Ufa State Aviation Technical University jointly with the leading medical institutions of the Bashkir capital has held the experimental works on transference of the database of the laboratory analyses by –email in real time mode.
The interregional consulting-diagnostic centers were established by the decree of the Cabinet of Ministers RB in 1998.
51 distant consultations have been held in 1999, 62 – in 2000 and 167 – in 2001. In total complexity more than 300 consultations have been held from the moment of opening of the interregional consulting-diagnostic centers in off-line mode.
The first experience on organization of the distant consultations in real time mode in Bashkiria is concerned with the tragedy, which had occurred on June 3, 1989, after the crash of two passenger trains near the village ULU-TELYAK. With the help of satellite communication the direct TV-bridges between the local health institutions, Moscow clinics and the leading US medical centers have been launched that time.
Further the Bashkir Republican telehealth center was established at the Republican Clinical Hospital N2. The first patients have been consulted here in September 2001 with close assistance of the telehealth center under the Research Center of cardiovascular surgery by Bakulev, working within the frames of the program “Moscow – Russian regions”.
