The Council of the Republic re development of health protection system in Bashkiria has taken place in Ufa and the President RB Rustem Khamitov took part in its plenary session.
What is the population’s state of health and what one can do in order to raise its quality? The infant death rate has diminished and the number of cardiovascular deceases comes down. The lifespan increased by 1,5%, making up almost 69 years. At the same time men live just about 60 years on average. For the first time for many years the number of the newly born babies in the Republic has exceeded the number of the deceased in 2009.
At the same time the number of the oncological diseases comes up and this is one of the negative moments. The state of health of teenagers also isn’t becoming better: only 20% of the school-leavers have really good health.
“What does trouble our people?” – Rustem Khamitov asked –“The expensiveness of medicines, the impossibility to gain good medical care without registration and long queues in the polyclinics. We have to think these problems over”.
90 thousand people work in sphere of health protection according to information of the Ministry of health protection RB. It is not enough though the Bashkir State Medical University and the medical college issue more than 2400 specialists every year. “The graduates don’t want to return to their villages and settlements and prefer staying in big cities” – the President RB mentioned – “They can be blamed but can be understood too. They must have certain incentives: good housing and good wages”.
The average wage of Bashkir medic is about 11 thousand rubles now and Rustem Khamitov specially emphasized this problem.
“Beginning from 2011 the minimal wage in the Republic will be 5500 rubles and it will pull the wages of all budget employees upward. Besides, beginning from June 1, 2011, the wages of budget sphere employees will raise by 6,5% all over the country. It means that both Republican and federal resources will work for the rise of wages”.
The larger part of means within the frames of the national project “Health” was spent for the medical equipment”. “We have to approach this problem more wisely” – the President of Bashkortostan stated – “For example, Askinsky and Utchalinsky regions of Bashkortostan have received the highest backing but at the same time these regions have the lowest indices of population’s health. If there is nobody, able to work with this equipment, what use can it be of? Such equipment has to be installed in the big medical centers and rural hospitals have to be provided with those medicines and equipment they really need”.
Such reformatting of the system to the medical districts is planned in the country beginning from 2011 within the frames of the modernization project “The region will receive huge sums. For the last three years 446 billion rubles will be appropriated for development of the federal modernization project plus 460 billion – for two-year modernization in the regions, plus the Republican budget funds plus the municipal funds — we have to use these sums efficiently. Russian medicine faces much organizational work ahead and the branch needs other specialists now – talented organizers and intellectual managers, able to cope with the key aim – making our health system up-to-date”.
