Bashkiria figures on 8 billion rubles from the federal exchequer for wide-scaled modernization of its health protection system

Beginning from 2011 the budget of the Obligatory Medical Insurance Fund has to undergo substantial changes and thus one more stage in modernization of the Russian health protection sphere begins. Here the main load will fall on the Russian regions – they have to introduce their own programs for modernization of the health sphere, which have to become a reality during nearest two years. It should be noted that availability and quality of medical services for population and its correspondence to the fixed federal standards are considered the main criteria of these reforms.

According to the acting Minister of health protection RB George Shebaev the improvement of the material and technical base of the health care institutions and their supply with the newest equipment, provision of the urban and regional hospitals with the young and qualified specialists, the rise of wages for medics and informatization of the health care system are planned in the region.

“Information will play the crucial part in the process of modernization” – George Shebaev mentioned – “Its final goal will be integration of all medical institutions into one system and not only on the territory of our Republic. Launching of the unified registration card will allow a patient to ask for medical help irrespective of the region this patient is found in. In November the project of the program has to be introduced to the Ministry of health protection and social development for consideration and approval”.

As the acting Minister has specified, the Federal Obligatory Medical Insurance Fund can allocate about 7-8 billion rubles for development of this program. In a whole this sum has to make 460 billion rubles all over Russia.

For the reference: George Shebaev is appointed the acting Minister of health protection RB on October 29 in accordance with the corresponding decree of the President RB. He was born in Ufa and finished the Ufa’s gymnasium N3. After having finished the gymnasium George Shebaev has entered the former Bashkir State Medical Institute (University now). After having finished four courses of the Bashkir Medical Institute he has changed it for the Moscow Medical Academy by I.M. Sechenov. He has finished the Academy with the red diploma. In 2004 George Shebaev left the sphere of practical medicine but remained in the medical environment, working in the big companies, specializing in provision of the Russian medical institutions with the special equipment all over the country. George Shebaev is a member of the consulting workgroup for modernization and technological development of Russian economics under the President of Russian Federation.
