The Russian Public Chamber and the Ministry of health protection and social development of Russia have held the forum “Actual problems of Russian social policy” in Moscow on September 29-30.
Delegations from 54 Russian regions have taken part in it. The deputy Prime-Minister of the Government RB Fidus Yamaltdinov, the deputy of the State Council-Kurultay-RB, the rector of the Ufa State Academy of economics and service Alexander Degtyarev, a member of the Bashkir Public Chamber Vladimir Samorodov and the chairman of the Charitable Organizations Association RB Regina Sultanova presented Republic of Bashkortostan.
The ways for solution of the most acute problems of social sphere, the legal guarantees for pensioners and working people, childhood protection and the ways of overcoming the stratification of the regions by the quality of the state social guarantees were under discussion at the forum.
Presentations of Russian regions have taken place on the first day. Bashkortostan presented the project in sphere of education and social policy “Establishment of the innovational university’s social integration center”. The main aim of the project is modernization of the education system for invalids.
According to the official statistics 10-11 million people with disabilities live in Russia, i.e. 8% of Russian population. Only 13-15% of them have a job and stable incomes.
The proportions in Bashkortostan are similar: 335 thousand disabled people make up 8,3% of the Republican population, including 4% of pupils, 23% — people of workable age and 73% of pensioners.
As many experts indicate, the overwhelming majority of the invalids can’t integrate into the society and one of the main reasons is the absence of the any chances to be hired.
The rector of the Ufa State Academy of economics and service Alexander Degtyarev stated the Academy was ready to take part in the project at the regional level. The project, according to which the Academy becomes the central institute in this system, is already prepared.
According to the plan on establishment of the social integration Center it is planned to erect the training-laboratory block, meant for 1000 day-time and 1000 remote learning students. The leisure and rehabilitation center and the 500-seat hostel for foreign disabled students will be erected too. The classes will be supplied with the special equipment: speech synthesizers, the Braille display, the sound-amplifying equipment, portable video-magnifiers, reading machines etc. All works can be finished in two years. The financing of the project is still found under the discussion.
The Bashkir presentation received wide approval at the Moscow forum and the chairman of the Russian Public Chamber’s commission for social aspects and demographic policy Elena Nikolaeva highly appreciated its actuality.
“Such projects are necessary for many regions; they meet modern requirements on modernization of social policy in Russia” – she stated.
The majority of the Moscow forum’s participants said this project was the only one in the system of education and professional orientation for the people with disabilities.
