The rector of the Bashkir State Pedagogical University by M. Akmullah Rail Asadullin said about the necessity to establish an efficient system of higher education in the region at the plenary session of the staff forum “The Regional aspects of modernization: new people and new solutions”. He mentioned in his report that the wide-scaled modernization in the country exerted powerful influence on the system of education too. Fr om one side the innovational strategies in training of the specialists are actively introduced and fr om another side we observe the huge misbalance between the offer and the demand. The discrepancy of the professional education market to the real labor market develops into the “boom” of higher education and resulted in the reduction of the institutions of secondary and primary professional education.
“As a result, we face evident overproduction of certain categories of the specialists with doubtful qualification under acute shortage of real professionals” – Rail Asadullin said – “Thereby the labor market and the professional education market develop independently, moving away from each other, though, logically, they should move closer on the way of integration”.
In opinion of Rail Asadullin the federal universities, established in Russia, solve this problem just partially.
“At present time the professional education institutions work in two markets at one and the same time – in the labor market, wh ere the main consumers are enterprises and organizations of various branches of our economics and in the market of educational services, wh ere pupils and students are the main consumers” – the rector said – “Correspondingly the efficiency of any institute should be estimated from the point of view of the competitiveness of its graduates and making the conditions for the continuous education in the system “the bachelor’s program – magistracy – after-diploma education” and formation of social partnership between the employers and institutes”. Rail Asadullin believes it is high time to establish the model of the regional vertically oriented profiled university, which can be in reality introduced in two variants: the first variant is the integration of the educational institutions with different educational programs into an association or a center with obligatory participation of employers. The second variant is reorganization of the institutions through their addition to the leading research institute.
“In the structure of the profiled educational cluster production, science and educational environment become the one single space and allow making the educational process maximally close to the real professional activity” – Rail Asadullin stated.
