On March 17 the President RB Murtaza Rakhimov has taken part in the XV gathering of the Russian regions’ governors Council under the chairmanship of the Minister of foreign affairs RF Sergey Lavrov in Moscow, where some aspects of interaction between Russian regions and UNO international organizations were under consideration as well as the aims on organization of the acceptance of foreign citizens and the compatriots, living abroad, to the Russian institutes. The President RB Murtaza Rakhimov has taken the floor at the meeting. The text of his report is given shortly below:
“Dear Sergey Viktorovitch! Dear participants of the meeting!
The globalization of the world is accompanied with closer integration and the growth of inter-dependence of national economics and these processes directly influence upon the Russian regions. After the USSR breakdown the international essence of Russian regions’ activity from the point of view of restoration and strengthening of the international positions of Russia has grown up many times. This cooperation contributes to solution of the aims of modernization, set by the leadership of the country. Thus, Bashkortostan actively maintains the trade-economic relations with almost one hundred foreign countries for today – three times more than before the beginning of the reforms. At that we pay special attention to the growth of investment attractiveness and to attraction of investments to our Republic.
Under these conditions our interaction with the UNO international organizations becomes more and more important and Bashkortostan actively works with such organizations as UNIDO, UNESCO and others.
Thus, the interaction of Bashkortostan with UNIDO runs through realization of the UNIDO integrated program on Republic of Bashkortostan, approved in 1999, in accordance with the cooperation agreement. For financing of the program the Government RB and UNIDO Directorate established the joint trust fund. Our cooperation is aimed at solution of such problems as establishment of the system for industry support, assistance to investments and transfer of technologies, the control over harmful industrial influence upon environment and waste treatment.
With the help of UNIDO specialists we’ve realized several large projects in Bashkortostan and the most important is the construction of the polyether plant “POLYEF” in the town of Blagoveshensk. The launch of the only plant for production of terephthalic acid in Russia has become an important milestone in development of Russian chemistry and oil chemistry. Another project is putting of the Umaguzinskoe water reservoir with the hydroelectric station into exploitation. This project meets the international ecological standards and is found in the staff of the main energy supply complex of Bashkortostan.
Our cooperation with UNESCO is also can be called efficient. During more than 10 years Bashkortostan is considered one of the leading participants of this international movement in Russia. The committee on UNESCO affairs RB was established in November 1998 and since then we made plenty of socially significant projects in sphere of education and science, culture and national and informational policy a reality. The main aim of all these projects was the assistance to cultural, intellectual and education development of Bashkortostan’s multinational population; cooperation with other Russian regions, foreign countries and UNESCO partners.
The presentation of Bashkortostan at UNESCO headquarters in Paris “Bashkortostan: 450 years together with Russia” in March 2008 with active assistance of Russian Ministry of foreign affairs, Russian Embassy in France, Russian UNESCO Affairs Commission and the representative office RF under UNESCO has become a substantial event in international life. The cooperation communiqué between Government RB and UNESCO has been signed that time. Bashkortostan has become the second region after Moscow, signing such agreement and the fifth Russian region after the city of Moscow, Altai, Tatarstan and Yakutia, which presentation was held at UNESCO headquarters.
The new documents outlined the prior directions of our cooperation: participation in different programs on preservation of cultural and natural, material and non-material heritage. It was decided to include the famous paleontology monument – the cave “SHULGAN-TASH”, the ancient Bashkir epos “URAL-BATYR” and the national Turk plough festival “SABANTUY” into the UNESCO World Heritage List plus realization of such projects as “National education: from the cradle to a higher education institution”, holding of the international culture festivals by R. Nureev, Th. Shalyapin and others.
Within the frames of the International Year of dialogue and friendship of the world nations and the Year RB several actions are planned in 2010 – participation in the international actions “The dialogue of international cultures” with attendance of France, Italy, Germany, Scandinavian and Baltic states by Bashkir delegations. Presentations of our Republic with participation of artistic delegations and “round tables” to the topic “The dialogue of international cultures” and meetings between our youth and the representatives of UNESCO associated schools are also scheduled.
Cooperation of Bashkortostan with the representative office of the UNO Development Program in Russian federation began 10 years ago. One of the first regional seminars, prepared by the office and devoted to the problems of human potential development in Russia, has taken place in May, 2000, in Ufa. The goal of that forum was to acquaint the leadership of Russian regions with the concept and the reports about human development and to work up the recommendations on the content of these reports. The Center of social and political investigations under the Academy of sciences RB, established in 2004, has become the coordinator of the joint projects and scientific programs. The cooperation agreement between the Academy of sciences RB and the UNO Development Program office was signed in 2007 and elaboration of the first regional report about development of human potential in Republic of Bashkortostan was its first result The report was prepared in the form of the analytical review on the most actual problems of human potential in Bashkortostan as one of the leaders in the country by the human potential development index. Presentation of the reports has taken place in June 2009 in Ufa and delegation the UNO Development Program office with the UNO Russian Coordinator M-r Frodo Mauring, experts and consultants and employees of the Moscow State University have taken part in it.
Active position of Russian regions on realization of the programs, offered by the UNO international organizations, represents a serious factor on further development of external economic and humanitarian relations of the country. Participation of Russian regions augments the creative potential of these projects and increases the efficiency of the involved resources, so in our opinion the coordinating role of Russian Ministry of foreign affairs becomes more important for all regions and the international organizations!
