author: Nikolai Ermolenko

The State Duma RF passed the bill, introduced by the President RF Dmitry Medvedev “The Alteration of the law “The main principles of organization of legislative (representative) and executive power boards in Russian regions” in the first reading. The bill sets new requirements to the number of deputies of legislative and executive power boards in Russian regions. 430 deputies have voted “for”, including the fractions of “Fair Russia “and the Russian Communist party (CPRF).

The Plenipotentiary of President RF in the State Duma Garry Minh explained the bill’s concept. In accordance with the bill the dependence between the numbers of the deputies in this or that Russian region and the number of voters, registered on the territory of this region, will be strictly proportional. Thus, if the number of voters is less than 500 000 people, the number of the deputies should be between 15 and 50. If the number of voters is between 500 000 and one million people, the number of the deputies has to be at least 35 but not more than 90. If the number of voters is more than two million people, the number of deputies has to be at least 45 and not more than 110.
