On February 8 Bashkortostan was in the focus of attention of all Russian mass-media. The Prime-Minister of the country Vladimir Putin has paid a work visit to Ufa. He has held the field meeting of the Governmental regional development commission. The whole economic block of the country, including four Vice-Premiers – Igor Shuvalov, Dmitry Kozak, Sergey Sobyanin and Sergey Ivanov – arrived in Ufa together with Putin. Besides, 20 governors, including Moscow Mayor Uri Luzkov, arrived too. One of the most actual problems for modern Russia – development of IT within the frames of the project “E-government” was under discussion.
“Information technologies have long ago ceased to be something vague for our citizens” – Vladimir Putin stated at the beginning of the meeting and called some figures as the example. It turns out that “more than 360 million appeals are received by Russian authorities every year”. At that “every adult apply for information 3-4 times a year, thus, experiencing all “pleasures” of Russian offices”. Such situation can’t but fill with indignation, so “already in the nearest future the system of municipal and state e-services has to be completely tuned up” – the Prime-Minister underscored. The so-called social card has to help to solve this problem – this card opens the access to medical, transport, bank, tax, discount and pension services and several Russian regions already have successful experience on introduction and usage of such card. “But Bashkortostan is leaving many regions behind” – the head of Russian Government said, thus giving high assessment to the Bashkir project.
The Prime-Minister has appreciated the advantages of this service personally, having visited the Ufa’s polyclinic N6. With the help of this card the patients are identified and automatically receive the permit for visiting medical specialists. As a result the time of registration becomes shorter and there is no need to stand in long queues to get the permit.
Bashkir authorities started to introduce the informational know-how to the everyday practice of state and municipal management still in 1993. At present time Bashkortostan is the first Russian region where the technologies of e-payments in the bank sphere are introduced completely. The Concept of the informational policy is under realization in Bashkortostan since 2002 and the interdepartmental commission for development of IT and a telecommunication technology coordinates this work.
“We are ready to share our experience” – President RB said at the meeting. The Governor of Penza region Basil Bochkarev was one of the first governors, who took up the call. He ordered his government to prepare the project on e-document circulation in the region by February 25, taking the achievements and the experience of our Republic in this sphere into consideration.
“The usage and development of modern IT is the question of paramount importance” –Mintimer Shaimiev said to journalists – “But these e-services have to be launched on the whole territory of Russia” – this is the opinion of President of Tatarstan. Now only ten regions have already done it, including Republic of Bashkortostan.
Development of progressive technologies is impossible without healthy economics. The financial-economic indices in Bashkortostan are much higher, as compared with many other Russian regions. In spite of the crisis we are still the Republic –donor and one of 12 Russian regions, forming the two thirds of Russian budget. The index of industrial production is growing up, all social obligations are fulfilled and the level of investment attractiveness is as high as before, plus we put new industrial productions into operations and , as a consequence, new workplaces.
Vladimir Putin has made certain of that, having visited the newest Ufa’s transformer plant. The investments to its construction for four years have exceeded five billion rubles, including more than 340 million, invested to the social infrastructure.
The Chairman of Russian Government said thanks to President RB for the evident success in social-economic activity during their personal meeting. The head of our Republic specially emphasized the work of the Bashkir agricultural complex with its very good results in 2009. “For the last two years we laid special emphasis on our agriculture. It received a good push and improved the everyday life of our agrarians” – Murtaza Rakhimov mentioned.
President of Bashkortostan also told with deep satisfaction about realization of the program on development of low building. “We intend to supply the employees of budget sphere with housing during 3-4 years. We give them lots free and take the engineering services upon ourselves” – the head of Bashkortostan reported to Vladimir Putin. 2 million 352 thousand square meters of housing have been put into operation in the Republic in 2009 in a whole. “In 2010 it will be about 2 million 400 thousand square meters but the most important thing is that the birth rate is growing” – Murtaza Rakhimov said.
As President of Bashkortostan told in his last interview to “The Russian Newspaper”, “We’ve erected more than one thousand schools for the last 20 years. Every year we build and reconstruct 40-50 health protection objects. We widen the network of our highways all the time and the level of gasification in the countryside has grown up several times. Bashkortostan was and remains a supporting region of Russian Federation, where real friendship of nations and creative potential are to the fore. Population of the Republic has the understanding that we can live better, if our Republic continues developing. Russia waits for well-balanced steps, contributing to stable development of the whole country with the support of all layers of population from us and this is the security of the political course, once chosen by our Republic”.
