The head of the Presidential Administration RB Nikolai Kurapov analyzed the main directions of manpower policy in the local self-government system at the training seminar for the heads of municipal and city districts, held in Ufa.
“For modern Russia realization of efficient manpower policy in authority of all levels becomes the decisive factor for overcoming the negative processes in economics and social sphere” – he said – “Because the ability of the authority to manage efficiently, providing stable progress and creating comfortable conditions for work and life of the citizens directly depends on the professional level of managers and state employees”.
From the very beginning of the reforms of local self-government sphere Bashkortostan took the course to conducting of the unified policy, systematic and program work. Nikolai Kurapov called introduction of modern methods and technologies for work with the personnel among the most important aims. Vacant posts of state service have to be replaced on a tender basis, all requirements to state employees have be absolutely precise and all tender commissions should include the independent experts. “In the nearest future such approaches have to be applied to municipal service everywhere” – Nikolai Kurapov underscored.
“Manpower policy is the most important means for the rise of efficiency of local self-government bodies and competent management of the staffing potential at federal, regional and municipal levels becomes the main instrument in social-economic development both of the Republic and the country. It is important to improve the manpower policy not just from above but from below too at the level of every region and every town, every rural and urban settlement” – Nikolai Kurapov summed up.
